AI simplifies decision-making for the Department of Defense

The AI tools enabled the Department of Defense (DOD) to create a comprehensive, searchable document repository, fundamentally enhancing how decision-makers navigate the agency’s expanding array of requirements and guidelines.

Client: 

The Department of Defense (DOD) is America’s largest government agency providing the military forces needed to deter war and ensure the nation’s security.

Problem Statement: 

The Department of Defense (DOD) operates under the guidance of tens of thousands of documents. Action officers updating directives, installations implementing new procedures, and other decision-makers must navigate an ever-growing flood of policy and statutory requirements to perform their duties. As the volume of DOD requirements increased over time, managing policy tasks became increasingly complex and time-consuming. To tackle these challenges and overhaul the Department’s policy landscape, the DOD Joint Artificial Intelligence Center (JAIC) aimed to develop, implement, and oversee a new application for streamlining document search and analysis. A solution was required to enable efficient searching and analysis of the extensive DoD rules and regulations, allowing for evidence-based, data-driven policy decisions to be made without unnecessary time and effort.

 

Results: 

  • The application encompasses documents from over 27 major sources.
  • The application has been used by 7,000 users to perform over 101,000 queries.
  • It has significantly cut down the time users previously spent searching for policy data.
  • A more integrated requirements environment, providing DOD policy decision-makers with the support necessary to protect the warfighter and advance the nation’s critical defense missions.

AI Solution Overview:

To streamline the manual and time-consuming process, the JAIC in collaboration with Booz Allen, developed GAMECHANGER. This application leverages natural language processing (NLP) and AI technologies to enhance the search, comprehension, and analysis of DoD requirements documents. Launched in May 2020, GAMECHANGER for Policy allows DoD policy analysts and action officers to swiftly identify and analyze policy documents from across the enterprise using a search capability built on replicable, generalizable, and scalable technology.

The Booz Allen team enhanced GAMECHANGER with advanced NLP and AI capabilities to facilitate the efficient discovery and ingestion of requirements data. These tools enable rapid search and analysis of DoD policy information, supporting evidence-based, data-driven decisions.
